The Directorate General of Customs Valuation in Karachi has set new customs values for the import of 187 different models of Apple iPhones, including the newly released iPhone 16 series. To address this, the Directorate issued a new Valuation Ruling (1909 of 2025) on Friday.
According to this ruling, the updated customs values will apply to the import of 16 different models of the iPhone 16. It also includes other iPhone models, such as the iPhone 15, iPhone 14, iPhone 13, iPhone 12, iPhone 11, and other iPhone variants.
This ruling updates the customs values for various categories of iPhone 16, while also allowing for depreciation on older models.
The Directorate received a letter from the Collectorate of Customs (Airport) in Islamabad, along with multiple requests from different stakeholders asking for the revision of the existing Valuation Ruling and for the inclusion of the new iPhone 16 models in various configurations.
The previous Valuation Ruling had been in place for over a year. The customs values set in the old ruling were no longer accurate, as they did not reflect the current international market conditions. Additionally, some of the older iPhone models listed in the previous ruling had reached their End of Life (EOL) status, meaning they were no longer available for sale and needed to be considered for depreciation.
As a result, after analyzing import data, current market trends, and the differences between market prices and the previous customs values, the Directorate began a process to set new customs values for these items under Sections 25 and 25A of the Customs Act, 1969.
To determine the new customs values, multiple meetings were held with the relevant stakeholders. During these meetings, stakeholders suggested that the values for the new iPhone 16 models, in all their variants, should be included, and that the values for older models should be adjusted through depreciation.

The stakeholders’ views were carefully considered for determining the customs values of these goods under Section 25A of the Customs Act, 1969.
They were also asked to provide relevant import documents to support their arguments. For this process, data from the past 90 days was collected and thoroughly examined. Some references of declared values were available for review.
Based on this analysis, the customs values for the goods in question have been determined and are listed in Annexure-I, which consists of five pages, containing serial numbers 01 to 187. These new values will be used to assess duty and taxes for the specified goods.
