Kuwait Introduces Major Changes to Driving License Rules

The Government of Kuwait has officially made changes to its traffic laws. These updates were published in the Official Gazette of Kuwait, also known as Alwatan. The changes specifically amend Clause 1 of Article 85 under Ministerial Resolution No. 1257 of 2025. These new rules are now active and bring several important updates to the way driving licenses are issued and used in the country.

Kuwait has introduced big changes in its driving license system and citizenship rules. From new license types and validity periods to stricter rules for expatriates and stateless people, the government is tightening its control. At the same time, it is taking strong steps to deal with cases of fake citizenship. People living in Kuwait—whether locals, expats, or stateless residents—must now make sure they understand and follow these new laws to avoid problems in the future.

What Has Changed in the Driving License Rules?

One of the biggest updates is how the term “Private License” is now defined. According to the new rules, a Private License allows you to drive:

  • Private vehicles that can carry up to seven passengers,
  • Light transport vehicles with a maximum load of two tons,
  • Taxis,
  • Ambulances.

This broader definition means that people holding a Private License can now drive more types of vehicles than before.

New License Validity Based on Residency

Another major update is about how long a driving license stays valid. The duration now depends on your residency status:

  • Kuwaiti citizens and GCC (Gulf Cooperation Council) nationals will get driving licenses that are valid for 15 years.
  • Expatriates (non-Kuwaiti residents) will receive licenses that are valid for 5 years.
  • Stateless individuals (Bedouins) will have their license validity linked to the period mentioned on their official identification cards. These cards are reviewed regularly, so their license duration will change accordingly.

The Ministry of Interior has confirmed that the Acting Undersecretary is responsible for enforcing these new rules, which are effective right away.

68,584 Driving Licenses Canceled

In a separate but related move, the Ministry of Interior has also announced that 68,584 driving licenses have been cancelled. While the authorities haven’t given specific reasons for the cancellations, this large-scale action reflects the government’s ongoing efforts to clean up the licensing system and remove invalid or improperly issued licenses.

Temporary Extension for Citizens Who Lost Kuwaiti Nationality

In another development, the Ministry of Interior has introduced a temporary four-month extension for people whose Kuwaiti citizenship was cancelled due to the “Outstanding Services” clause. These individuals are being allowed to travel using their Kuwaiti passports and begin the process of fixing their residency status in Kuwait.

This temporary measure is part of a larger crackdown by the Kuwaiti government to deal with fraudulent nationality claims. The goal is to make sure that only those with legal citizenship or valid documents are allowed to live and work in the country.

What Affected Individuals Must Do

According to the new rules issued on July 10, those who received Kuwaiti nationality through dependency (such as through family ties) must now contact their home country’s embassy to:

  • Get a valid passport or,
  • Obtain authentic travel documents.

These documents are essential for applying for legal residency in Kuwait. People affected by this rule must show proof that they have started this process. Without that proof, they may lose the temporary benefits given to them.

What Rights Are Allowed During the Temporary Period?

During the four-month extension, individuals affected by this change will still have limited access to some rights, such as:

  • Being able to work,
  • Getting higher education,
  • Receiving housing support.

However, this is only temporary. If these individuals do not follow the legal steps to sort out their residency, they could face serious legal consequences.

No Chance to Fix Status for Dependent Citizens

The Ministry of Interior also made it clear that those who obtained Kuwaiti citizenship through dependency cannot fix or adjust their status. These individuals will face legal actions once the temporary extension ends.
